The EU Commission is at present preparing the legislative text based on the European Chemicals Agency's (ECHA) proposal, which can be found here:

EFTTA has learned that the EU Commission's discussions with Member State authorities have been set to take off 28-29 February next year. The following obligatory vote is foreseen to take place 25-26 April 2024. But these dates can change still (be postponed).
After the committee vote, the Council of Ministers and the European Parliament have 3 months to agree or block the legal text.
