Lead Ban Back in Focus at EU Council and REACH

On June 17, the long-debated proposal to restrict the use of lead in ammunition and fishing sinkers resurfaced during the EU Environment Council meeting — this time under “AOB” (Any Other Business), a category used for brief policy updates or items not requiring formal decisions.

While not formally on the Council’s voting agenda, the issue sparked a short but pointed exchange of views among Member States. Some countries voiced concern that restrictions on lead in ammunition could negatively impact EU defence capacities.

The final speaker, EU Commissioner Jessika Roswall, defended the proposal and emphasized the importance of moving forward with the restriction.

What Happened at REACH on 26 June?

The proposal was discussed in technical detail at the REACH Committee meeting on 26 June, where the committee acknowledged concerns from the recent EU Environment Council meeting. No formal vote was held, and so far no outcome has been reported. The committee is expected to gather additional input from Member States and may revise the proposal accordingly. These discussions will continue ahead of upcoming REACH plenary sessions.

EFTTA has been involved in the development of these restrictions since 2019, working closely with ECHA (the European Chemicals Agency) and EU policymakers to shape the proposed restrictions. We will continue to advocate for fair and practical regulations that support both environmental protection and the interests of the recreational angling community.

We encourage EU Member States to support the proposed exemptions and the simplified phase-out period for sinkers. EFTTA will keep stakeholders informed about further developments.
